All oil tanks, pipelines, and loading and unloading equipment used for storing and transferring oil products must have good grounding devices to promptly conduct static electricity into the ground, and the technical condition of the static grounding device should be checked frequently and the grounding resistance should be tested. The grounding resistance of the oil tank in the oil depot should not be greater than 10¦¸ (including static electricity and safety grounding). The grounding electrode of the vertical oil tank is measured according to the circumference of the oil tank, with one group for every 18m, and the grounding electrode of the horizontal oil tank should be no less than two groups.

Static electricity discharge accidents are prone to occur at the beginning of oil transportation and filling, and when the oil is filled to three-quarters to the end of the container. At this time, the flow rate should be controlled within 1m/s.

When the ship is filling oil, the oil outlet of the refueling pipe should be kept in metal contact with the oil inlet of the oil tanker.

It is strictly forbidden to fill light fuel oil into plastic barrels in the oil depot, and it is forbidden to use plastic containers to invert light fuel oil in areas that affect the safety of the oil depot.
