2. When the oil and gas concentration in the tank exceeds the allowable value due to the impact of the operation, the operator should evacuate the site quickly. Re-ventilate until the oil and gas concentration drops to the specified value before continuing the operation.

3. When the oil and gas concentration exceeds 1% of the lower explosion limit of the oil product and is lower than 4%, the operator is allowed to enter the tank for a short time without wearing a breathing apparatus, but a gas mask should be worn and each operation should not exceed 15 minutes.

4. Tank cleaning operators are strictly prohibited from wearing chemical fiber clothing, chemical fiber ropes and chemical fiber rags, etc., and gas detection personnel must wear anti-static clothing and shoes.

5. When the oil and gas concentration in the oil tank and its work site exceeds 20% of the lower explosion limit of the oil product, the 35-meter range (horizontal oil tanks can be reduced by 50%) is a fire and explosion hazard. When entering the site for tank cleaning operations, the electrical equipment and its installation must comply with the relevant national safety electricity regulations. Iron objects and other objects should be strictly prevented from colliding in the site.

6. The tank cleaning operation department should formulate specific and feasible tank cleaning plans and safety measures according to the different conditions of the operation site. The tank cleaning commander must visit the site in person during the tank cleaning operation to promptly solve and deal with the problems found. The tank cleaning plan and safety measures shall be implemented after discussion and approval by the manager in charge.

7. Before the tank cleaning operation, the relevant personnel shall be given pre-job education on safety and related operating techniques according to the division of labor, and they shall be allowed to take up their posts only after passing the assessment. Whenever an operator enters the tank for inspection or operation, a full-time supervisor shall be set up outside the manhole of the oil tank, and one supervisor shall not supervise two operation points at the same time.
